As a graduate of the Universities of Dakar (1968) and Paul Sabatier of Toulouse (DUES 1969; License 1970; Master 1971), Ousmane Kane holds a doctorate (1976) in Applied Plant Physiology from Pierre and Marie Curie University of Paris. He also holds a PhD (1987) in Food Science and Technology from Laval University in Quebec. As the Former Director General of the Institute of Food Technology (1981-1986), he was Deputy Executive Director and ,then, Executive Director of the African Regional Center for Technology until the end of October 2009. Dr. Kane is the author of five collective books and of more than 70 publications or communications in international scientific journals or events, He has also developed, for several African countries, orientation documents on National Research Policy (Rwanda) or Science, Technology, and Innovation (Central African Republic, Mali, Senegal). As the coordinator, writer, and editor of Senegal's case study of the ''Atlas of Science and Innovation in the Islamic World'' project of the OIC, he is also co-author and presenter in Paris of the Sub-Saharan Africa chapter of UNESCO's 2010 World Science Report and acted as resource person or consultant for several international organizations and governments. As the Founding member of the National Academy of Sciences and Techniques of Senegal, Dr. Kane is also a member of other learned societies, such as the COMSTECH Scientific Advisory Council and several other African and international scientific bodies. He was distinguished by the United Nations University and in the Senegal National Orders of Merit, Lion, and Academic Palms.
